Harper had to deal with the wilder elements of his core party making extreme statements which made them unelectable as a party especially in Quebec. They had to be controlled for the coalition which has become the Conservatives now to form at all.
There is some comfort in the fact that the control is still necessary. It leaves him in a precarious balancing position which can easily be upset.
